Engineering, Technical, and Programmatic Support Services

SeaPort Enhanced (SeaPort-e) has made electronic procurement of Engineering, Technical and Programmatic support services at NAVSEA a reality. The Navy Virtual SYSCOM Commanders (NAVAIR, NAVSEA, NAVSUP, and SPAWAR) have decided to leverage the successes and efficiencies of the SeaPort-e business model by designating SeaPort-e the vehicle of choice for future Engineering, Technical, Financial, and Program Management contractor support services. This decision emphasizes the Navy Virtual SYSCOM's focus on implementing cost-effective and integrated business practices to better support our Navy.

SeaPort-e also provides a contracting vehicle to support 22 functional areas and 7 geographic zones across the United States. Additionally, support may be provided under the contract to other Department of Defense (DOD), non-DOD, or joint agencies for related work.

ALEX - Alternative Experts, LLC is prepared to provide support in the National Capital Region (Zone 2).

ANSER is a public service research institute organized as not-for-profit corporation dedicated to informing decisions that shape the nation’s future. We provide objective studies and analyses to the national security, homeland security, and public policy communities using a diverse set of capabilities that include Analysis of Alternatives, Acquisition Analysis, Workforce Analysis, Performance Measurement, Policy Formulation, Counter Weapons of Mass Destruction and Risk Assessment. ANSER also builds and leads technology development collaborations through its subsidiary, Advanced Technology International (ATI), specializing in organizing and managing research and development consortia on behalf of the federal government.

Quality Assurance Program

ALEX defines quality as "a degree of excellence". We believe that if the requirements are understood in the beginning of a project, and are successfully met in the end product, then quality will be achieved.

Assuring a quality product or service is an on-going process, derived by measuring, reporting, analyzing feedback, auditing, and immediately addressing issues that may arise which could negatively affect the outcome of a project. We welcome the continuous challenge of providing quality services to our customers. It is our belief that every task requires a different approach to quality assurance, and our method is to tailor our QA process to each individual client and task. At the beginning of every project, we carefully review the individual requirements and apply those processes deemed necessary to ensure the quality of our services.

We employ a variety of checks and balances to assure a quality service is provided to our customers, including carefully crafted recruitment and retention practices, management oversight, reporting, customer satisfaction surveys, employee project orientation, periodic performance evaluations, and project status meetings, among others. The ALEX-Alternative Experts, LLC Quality Assurance plan is part of the excellent service that we deliver, and will not result in additional cost to the client.

Employee recruitment and retention is the first line of defense in determining the quality of our services. Successful placement of qualified and competent employees involves a process which allows us to identify the type of technical personnel required for each project. Each candidate has been screened and carefully selected to be a member of our Total Quality Management effort. Performance accuracy is directly related to the proper selection of qualified resources and the allocation of those resources. The acquisition of dedicated qualified employees is accomplished by the following:

Prescreening
Our trained human resource specialists review for employment consistency, progression, motivation and general attitude
Investigation
We confirm past employment, education, employment history, and security clearance (when required)
Validation
We verify all professional and technical references and perform appropriate technical skills testing
Formal Interview
We conduct professional interviews specific to the task at hand
Confirmation
Upon approval, the candidate is hired
Orientation
Upon offer and acceptance, each employee is briefed in all areas of corporate benefits, procedures, resources and aspects of the project

We will tailor the plan to the requirements of the project, and determine the appropriate steps required to ensure the quality desired by the end client.
